HOW BAD CAN THIS DAY BE? you ask, well, it doesn't sound that big of a deal; however it's the surprising feeling of being alone for the third year consecutively.<\/p>\n

\n> The US and its coalition partners' civil administration in Iraq is holding a tender to build Iraq's new cellular communications infrastructure. The civil administration convened a conference in Amman, Jordan, for the companies participating in the tender to build three geographically-based cellular networks in Iraq's north, center, and southeast. Each participant must submit bids for at least two regions. The deadline for the bids is August 14.
\n> One participant is Jonathan Klinger of Israel's TDEK Consulting Associates. "This is a preparation conference for the tender. Scores of businesspeople from all over the world, with a focus on American representatives, are participating," Klinger told "Globes" from the Hyatt Hotel in Amman.
\n> TDEK is representing a client, who requested not to be named. The tender is for building a cellular infrastructure network and operating it for the first two years. The tender's organizers estimate this will be sufficient time for a full return on the investment. Klinger says the US estimated the cost of each network is $150 million, but said, "This is an underestimate, unless they're talking about a very low-quality network." Commenting on the expected revenue, Klinger said, "An 80% penetration should not be anticipated."
